What the ordinance requires
New York City's Facade Inspection & Safety Program (FISP, Local Law 11) requires every building greater than six stories to have its exterior walls and appurtenances inspected at least once every five years by a Qualified Exterior Wall Inspector (QEWI), with the report filed with the Department of Buildings through DOB NOW: Safety. The city is now in Cycle 10 (underway since February 21, 2025), with two-year sub-cycle filing windows assigned by tax-block number — a report that comes back SWARMP or Unsafe puts the repair clock on the owner.
- Buildings greater than six (6) stories tall (only exception: a wall face within 12 inches of an adjacent building)
- Exterior walls & appurtenances inspected at least every 5 years — Cycle 10 is underway (sub-cycle filings due 2027–2029)
- Inspected by a Qualified Exterior Wall Inspector (QEWI) — a NY-licensed PE or registered architect
- Report filed with the DOB (DOB NOW: Safety) as Safe, SWARMP, or Unsafe
