What the ordinance requires
Philadelphia Property Maintenance Code §PM-315 requires periodic inspection of the exterior walls and appurtenances of affected buildings, on a five-year cycle, performed by a Pennsylvania-licensed professional engineer or registered architect and filed with the Department of Licenses & Inspections (L&I). The report classifies the façade as Safe, Unsafe, or Safe with a Repair and Maintenance Program (SWARMP) — and any Unsafe or SWARMP finding puts the repair clock on the owner.
- All buildings six (6) or more stories tall
- Buildings with any appurtenance exceeding 60 feet in height (either trigger applies on its own)
- Re-inspected on a five-year cycle based on the original schedule (newer buildings get their first inspection within 10 years of the certificate of occupancy)
- Typical one- and two-family homes fall outside the rule — they don't reach six stories or a 60-ft appurtenance
